Is this a considerable feat to even discuss, then? Yes, and no. Therefore, the more applicable conclusion is that Punisher has (at least, to his knowledge) never purposefully caused the death of an innocent person, therefore the Penance Stare would have no affect on him. The very conclusion of the Penance Stare only affecting those who feel regret for what they have done, however, is not possible, for it would simply make no logical sense to say the Penance Stare would not work on an individual with severe mental disruptions that has murdered several innocent people, because he physically could not regret those actions. The guilty in this case are those whom have committed condemnable actions and, most importantly, feel regret for said actions. By means of these restrictions, assuming the feat is legitimate and the explanation of Ghost Rider's ability is sincere albeit not exampled in the greatest way, Frank Castle has either never killed an innocent, or must be pure in his pursuit of blood, withholding no hesitation or sentimentality for those he has killed (presumably due to their own lack of innocence). But is this statement actually viable to regard as fact, and what defines "guilty"? The Penance Stare is described as being only able to "avenge the innocent, and therefore can't affect someone trying to punish the guilty (such as Hulk against the Illuminati who were not innocent, thereby making the Hulk guiltless)" ( ). Simple enough, Punisher gives his side to the story in only the third panel, "I regret nothing," thus allowing the reader to assume the Penance Stare only affects those who regret their actions, aka the guilty. From there, a comparison to what's discussed to recorded fact on the pieces involved, and finally what it means to the characters involved if said feat can be legitimized.
If we ignore the idea of canon, the writer involved, context of the comic itself, etc, and focus on the specific action involved, and put said action within any scenario so as to involve Punisher locked into the Penance Stare, is it even possible for him to be able to perform such a feat? First, the scan's explanation. The Penance Stare is regarded as Ghost Rider's ultimate weapon, a simple locking of his own and another's gaze that has resulted in hysteria, paralysis, and even death. But what does this mean for Punisher? Is this a legitimate feat, or WIS induced bullshit? Let's investigate and determine just how trivial, or incredible, an action of this caliber really is.
